Today Wednesday 19TH February 2025, at Lancaster Magistrates Court, Andrew Phimister was committed to prison for 8 Weeks and fined £154 for breaching his Criminal Behaviour Order (CBO).
The courts heard that Phimister was issued his CBO due to the amount of antisocial behaviour he was committing within the City Centre of Lancaster and the impact it was having on local businesses; disrupting them and causing them considerable costs due to smashing the businesses windows. Due to the impact, Phimister has been banned from entering an area of Lancaster City Centre on his CBO. Phimister on this occasion on the 18th November 2025, was found by police on Market Street, Lancaster breaching his CBO. Phimister was also arrested on the 14th and 16th February 2025 for breaching his CBO and put before the courts and fined on those occasions. The courts decided Phimister was showing clear disregard for their order due to successive breaches and have suitably imprisoned him.
There are a small minority of people in our city centre who believe it is acceptable to behaviour in an antisocial manner repeatedly. Those people are being targeted by your local neighbourhood police officers who will ask the courts for CBOs to prohibit their behaviour and this is a clear reminder that those who continue will be imprisoned. Our priority is to make the City Centre a safe and welcoming area for all.
